The instructions in the FAQ are meant for GNU/Linux users. The
ssk-keygen command needs to be executed on your computer, not at
Savannah. If you want to use MS Woe, I suggest you use Cygwin, so you
get a somewhat compatible interface.

If you insist on using Pageant, you'll need to
check its documentation; I think PuTTY has a feature to create a pair of
SSH keys, and another feature to export the public key using the OpenSSH
format, which we use.

I don't have a Woe box here, so I can't give you more precisions right
now :/
