Hi,

You are applying the instructions to get the webpages repository (webpages
are also managed with CVS). You need to access the source repository:

cvs -d:ext:address@hidden:/cvsroot/pspp co pspp
cvs -d:ext:address@hidden:/cvsroot/pspp co psppire

(note that /webcvs/ is replaced by /cvsroot/)
