Follow-up Comment #3, sr #105354 (project administration):

Some of the files are updated, some others aren't.

Apparently lots of files are renamed.

Can you try to commit index.html directly:
cvs commit -m "specific commit" index.html

and if still not working:
cvs commit -f -m "specific forced commit" index.html
