Ok, so I just grabbed cvs-1.11.20, compiled it from source (no binary
release) and issued:
/usr/src/cvs-1.11.20/src/cvs -d:pserver:address@hidden:/sources/emacs co emacs
It works.
So I'm not able to reproduce your problem. Maybe you can check with
the CVS people at address@hidden, though I guess it'd be better to
try 1.11.22 first.
