Follow-up Comment #1:

Yes, you can upload sources and binaries for any OS at Savannah.

The other Savannah requirements remains:

- comply with the (L)GPL and include the source for any (L)GPL'd and GPL'd
dependencies that your binaries statically compiles

- don't upload versions that work better (or have more features) under a
non-free OS, compared to versions that works under a free OS: this entices
users to use the non-free OS
