Follow-up Comment #1:
Something goes wrong in hgweb apparently, taking up much CPU resources. We've
tried to debug it but that's as much info as we have.
hgweb was running through mod_wsgi. I switched to plain (less efficient) CGI
mode, where troublesome hgweb instances should be killed automatically.
