Follow-up Comment #1:

There's an issue with Xen - the master host (dom0) is NTP'd, and all the VMs
should follow the master host.  But they aren't.

There seem to be a few work-arounds with random success:

I'm contacting the FSF sysadmins who are in charge of the Xen installation to
see if they have a recommendation.
