I can't do a 'git pull' from my copy of gnulib, or a 'bzr up' from my copy of
Emacs.
The "Latest News" section has an item dated about two days ago saying that
Savannah was likely to go offline and that an announcement would be made when
the upgrade is complete. Is that announcement still relevant? Either way, it
should be updated, as two days is a long time for an upgrade to go on without
any updates about its status.
