Follow-up Comment #6, sr #108116 (project administration): Yuk. Turns out both the submission mode and the address of the CIA server needed to be changed. Working version of the Python hook script attached for installation on Savannah. I tested, and email submission seems to no longer work at all. XML-RPC does, but with a different server address than the 3.2 version was using. This is the same 3.5 I just shipped to the git list as a patch.
