Ah, now I see it. In groff, it's not the top-level Makefile, but part
of the `gnulib' infra-structure which is (currently) located in a
subdirectory. It would be a good idea if the error message exactly
reports which file has been found problematic.
Ok, will regenerate and re-upload.
