You are asking about Leafpad.  We don't know anything about leafpad.
You need to contact the project maintainers for any specific project.

That sounds like very good advice to me.  Please try contacting the
leafpad maintainer referenced.  That's the best course of action.

I will repeat the link that Kevin referenced.  That's the best advice
I would have too.  Send that maintainer a message and see if they
respond.

If they don't respond then leafpad is free software so maybe yourself
can pick up patching it as you wish.  Or perhaps you might motivate
another person to add the feature you wish.

Personally I don't understand the need for UTF-16 support if UTF-8
support exists.  Isn't UTF-8 the desired goal for all software?
However I am often not very knowledgeable about localization and
internationalization issues.
