Follow-up Comment #1:

Currently, Savannah UI has no such switches.

Then, I'm not sure what solution would be the best: we could e.g.

* disallow "non-member" access to canned responses site-wide, or on per-group
basis, or separately for each response;
* force preview when any canned response is selected;
* do something else.
