Plain git was working at the time. (wget doesn't grok "git://".)
Browsing via the Savannah web didn't work. The not-working was for some
time (a few minutes? don't recall exactly), which is why I reported it.
I discovered this by following a link in an email message that is also
archived at <https://lists.gnu.org/r/bug-gnulib/2025-02/msg00001.html>.
That message links to
<https://git.savannah.gnu.org/gitweb/?p=gettext.git;a=blob_plain;f=INSTALL.windows;hb=HEAD>,
which didn't work.
$ wget -S -O- 'https://git.savannah.gnu.org/gitweb/?p=gettext.git'
This worked for me just now.

Yeah, I saw that too. I hoped it had been addressed but I guess not.
