I can't reproduce this, so I'm not sure what to do about it yet.

Perhaps we could change the redirection logic to select from a set
of at least N mirrors so that no user would be always directed to
the same mirror, even if the "nearest" country has only one mirror.

By the way, I've noticed that Greece has another mirror, but
it only registered as HTTP and FTP, though it in fact does support
HTTPS.  I'm adding its HTTPS URL to our mirror list meanwhile.

You can use download-mirror.savannah.gnu.org/releases/.
