address@hidden stated that mxDateTime truly is incompatible with the GNU
GPL. So technically psycopg is not legally consistant, nor your program that
uses it.

Usually in such cases, we try to find a workaround but here, the problem
doesn't come from you but from one of your dependencies, that you do not hold
the copyright of.

So currently I cannot approve your project. I suggest you ask
address@hidden for a possible solution. My guess is that psycopg has to be
fixed, either by discussing with mxDateTime's authors and licensing, or by
writing a replacement for that library.

We may provide the Savannah facilities in order to achieve the immediate goal
of cleaning up the licensing issues with your project (e.g. managing the
development of a replacement). If you agree with this commitment, please
state so and we may approve your project.
