Follow-up Comment #2, task #4542 (project administration):

Project Oklahoma will actually be an enhanced distribution and derivative
work of MediaWiki. you can see MediaWiki source code at
http://cvs.sourceforge.net/viewcvs.py/wikipedia/phase3/

Here's how I'll use Savannah:
1. download MediaWiki source code and add appropriate GPL and
permission-to-copy notices in all of its source code files, as well as
changing the name from mediawiki to oklahoma.
2. Commit/upload the files to Savannah as Project Oklahoma.
3. Start hacking the code and then invite other developers to join in.

I am not aware of any non-free dependencies in mediawiki.
