No all, only the copyrightable ones, by thumb rule the copyrightable
material is any above 10 lines long, but there may be some exeptions.

You can chose any GPL-compatibles (And free, of course) license that
you want.  I really don't see a problem for use the GNU GPL for the
configuration files.
