1) The README is 33 lines long, of which there is this section at the end:

Please elaborate.

2) The INSTALL is 15 lines long. Is it really necessary in this case, when it
only contains text how to run standard Makefile? There is no information that
would not already be available in public.

Please alaborate.

3) There is no separate "manual" in the package. The texts in

  doc/manual

are product of Makefile "make doc" (pre-ru) for the archive, not normally
there at all. These are the texts that are embedded in the program Help()
itself. The program is under GPL v2+, and the documentation comments and
Help() in the program, so the extracted portion has text:
