rtc is an user-space command line application to interface to embedded
Real-Time Clocks (RTCs).  It allows operations such as setting the time,
reading the time from the device, and setting the configuration registers.  
Depending on the hardware, this could include other features like setting
alarms, or enabling square wave outputs.
