Dist::Zilla is a popular tool for creating packages for CPAN (Comprehensive
Perl Archive Network). Packages created by Dist::Zilla use Software::License
module to specify license. Software::License includes bunch of licenses:
GPLv1, GPLv2, GPLv3, BSD, MIT, Artistic, etc. But there is no way to express
"GPLv3 or later".

perl-Software-License-OrLaterPack provides GPLv3+ and AGPLv3+ for
Software::License infrastructure. It allows CPAN packages covered by GPLv3+
(or AGPLv3+) license.

I did checked "Origin and license of media files is specified" but the project
does not contain any media files. 

The project is already hosted at SourceForge:
    https://sourceforge.net/projects/orlaterpack/
but I would like to host it at Savannah (and remove it from SourceForge).

Few releases (packages) are published at CPAN:
    https://metacpan.org/release/Software-License-OrLaterPack
but CPAN packages are built, they are not actual sources, so I need hosting
for source.
