I received this in reply sent to myself and savannah-register-public:

> I propose to encourage people to host project on Savannah. This means
project maintainers can freely move projects from GitHub to Savannah. All who
depends on GitHub frontend may continue use it in this case. We need the
mirroring for this.

You certainly are free to do this. The software license allows it.
