Follow-up Comment #1:
We generally deprecate simplistic packages: the copy of the license is much
bigger than all other files in your tarball put together. Such programs
needn't a full-fledged Savannah group, they could be hosted on a single web
page.
More important, we expect that the maintainers of Savannah packages have a
better understanding of licensing issues: "GPL licensed" isn't a reasonable
description for how a program is licensed,
https://www.gnu.org/licenses/identify-licenses-clearly.html, and it's actually
wrong for GNU Libc.
Without understanding such things, the developer can end up with releasing
technically unredistributable software, which would be totally unacceptable
for Savannah.
