[Senken-devel] 3 new buildings

Hi,
I have draw 3 new buildings
- 2 commercials: the 015 and 018, a connivance's store and a service station
- 2 gov: 2 water tower the 017 (European) and 016 but it's bad look

kind of water tower, pump water and store it in altitude?)
