Veja o man ulimit:

limit, ulimit, unlimit - set or get limitations on the  sys-
     tem resources available to the current shell and its descen-
     dents
-----

Ou seja, o comportamento do comando está correto. Para vc definir
estes valores para o sistema, seria interessante vc olhar esse link:
