vc não pode usar uma expressão regular como em

awk '/PARNUM=/ && !/PARNUM=[0-9.]+/{print $0}' datafile

ou

awk '/PARNUM=/ && !/PARNUM=\"?[0-9.]+\"?/{print $0}' datafile
