ps says SKS is running? yes, you just said that.

What about netstat - does it actually show that your listeners are there?

Perhaps you might want to check your packet filters or tcp wrappers in case
they're getting in the way.

how about the logs? is there any indication that something is going wrong?
an unclean shutdown could prevent sks db from binding to the database which
would then prevent sks recon fron starting because it can't talk to the db
process. db_recover could help in that case.
