Only servers found within 15 hops of the "core" servers is added. I
might consider increasing this, but atm the update takes nearly 20
minutes to run and servers on the "edge" could, in theory be less
well-connected (although the check for number of keys would mitigate
this concern, so the rationale is mostly server resources).
The main point of the pool as I see it is to provide a well-functioning
point to get/send keys, so whether 75 or 95 servers are found is of less
importance to me as long as it find 1) well-connected and 2) sufficient
number of servers.
