libspeechd-dev for fedora/redhat

Hi all,

I am trying to get speech-dispatcher, speakup, and speechd-up to work together 
on a fedora 9 system.

I found an old src.rpm for speechd-0.56 which I rebuilt for fedora 9 and 
installed.
I then checked speechd-up out of cvs, and tried to configure it.

Based on prior posts on this list,  i believe that I need the speechd-dev 
package as well, but can find no documentation on it nor can I find an src rpm 
anywhere for it.

Does anyone know of such an rpm package?
