It looks like the long term problem with libasound2, which I report for
about a year.
If this is the case, there's no solution, unless you are willing to
change the output to "OSS" in your speechd.conf. 
Note: This will stop the parallel use of SD and multimedia apps.
Do you face the same issue when using Pulseaudio?
