[STUMP] defconstant fix for sbcl

Hi.  The attached patch is a fix for SBCL where it is stricter than
other implementations[1].  The definition of defconst is from the
CL-PLUS package which is distributed by Debian and also Gentoo.  You
could :depend-on (#:cl-plus), but it seems overkill in this case...
