[STUMP] [PATCH] Don't try to be clever about mode-line position

From: James Wright
Subject: [STUMP] [PATCH] Don't try to be clever about mode-line position

Hi folks,

I had a lot of trouble getting the gnome-panel to display at the
bottom of my screen, where I like it. Turns out it always starts out
at the top of the screen and then tries to move itself to the bottom
if that is your setting. Unfortunately, with external mode-lines,
stump latches onto the initial position and decides that it will be at
the top of the screen forever more.

I've fixed it on my system by disabling the attempt at cleverness; now
external mode-lines are positioned based on *mode-line-position*, just
like the regular mode-line. I've attached a patch in case this has
been bugging anyone else.

      James
