7% (now) is the smallest figure I can ever see displayed in my modeline. This
is the "total system load", yes.
But, depending on what I do for updating the modeline itself, I can make that
figure become bigger or smaller.
I won ~1% (as I never saw less than 8% before) from the change to compute the
date string in Lisp instead of via calls to the date program (and awk, and
sed...).
