You shouldn't need a key. 
Just a username/password ssh connection to the cvs rsh.

I must admit I never tried this outside a shell, so no idea how to get
the CVS_RSH=... thing to work in WinCVS and similar.

Try asking on Savannah itself maybe. They should know how to get this
to work.
