Try entering
apt-get install swftools
in the command-line.
That'll probably be a pretty old version, though.

Well, using swftools with php so far seems to work by calling it from
the command-line. Try to disable all "chroot" parameters of php and
apache (if you're asked about that during installation, and if you
can live with the risk) to make that easier.
