I'm still stucked on the same issue.

I forgot to mention something, the background/seal image that appears over the text is repeated through the whole pdf document (hope this helps).
I tried to see the source code with a swf decompiler, and what I got to see is that this image, although converted to vector is defined on a layer that is above the text layer, which I think leads to my current issue.

Is there some way to tell the pdf2swf tool to render this image in a layer below the text?

Also, I'm having an interesting issue while trying to type "pdf2swf -s help".
The following message appears:
Please specify an input file

I already installed the swftools-0.9.0 (but, for windows) and give it a try.
Got the same result.

Tomorrow I will upload the documents so maybe they can gave some clues.
