Speaking as the synaptic package maintainer on fedora.us .. I *think* this
is just because of incompatibility between the apt version in fedora.us
stable vs testing - synaptic built against apt-0.5.5cnc6 isn't happy with
apt-0.5.15cnc4, when built against 0.5.15cnc4 the crash goes away.

I would say this is just a matter of coordinating the releases of apt and 
synaptic in fedora.us, not so much a synaptic bug.
