This seems to be theme related (again). In GNOME the toolbar dragging works 
well.

However the settings of the toolbar icons do not have effect on the toolbar 
(as another poster already said).

Does anybody know how to give synaptic a nicer theme in KDE? Currently 
synaptic uses a very ugly (and partly broken) theme in KDE. I really would 
appreciate it! ;)
