It's saying that LT_INIT is not in configure.ac, which it is, but the
problem is that it is not being expanded to shell code to set
"LIBTOOL". This is because the LT_INIT macro is not known about when
autoconf is run. Did you run aclocal or autoreconf after running
libtoolize?
