The logic seems to be the following:

1. When you start TeXmacs and click on any of the menus, they work fine.

2. When you resize the window, the menu always goes to the position it 
    would have been in, had the window (including decorations) been 
    created at (0,0).

3. When you move the window (by Alt-clicking, or dragging the title 
    bar), the menu again pops up in the correct location.
