CVS is not going to help you much, since the development of TeXmacs is
not done on CVS.
Probably, the next step is to create an account on Savannah and post a
patch to Texmacs patch manager. Generally a patch is the output of the
diff program against the file you have modified and the corresponding
file in the latest experimental version.
Before this you may want to compare your patch to the fix I posted a
few days ago (thanks to your suggestion):

Currently, all contributions are handled through the patch manager.
