[Texmacs-dev] FAQ update regarding TeXmacs performance

Hello,

as already mentioned ATI drivers have a poor 2d performance that slows
TeXmacs to a crawl. As other people besides myself do seem to be
affected by this, I added a corresponding FAQ item. (See attachments.)

Please include this new FAQ item in the distribution.
