To the best of my knowledge there aren't any STANDARD tools that
provide networking, but most networking systems are derived in one
sense or another from the Berkley Unix version. Common link:
http://beej.us/guide/bgnet/
Apple might be an exception.

You should be able to find a abstraction library.
