I have had the same problem. Using XEmacs Tramp package, there are
some autoloads hanging around setting tramp-unified-filenames to
nil. I needed to change the permissions of the XEmacs Tramp directory
to 000 for getting the Tramp CVS working directory running w/o side
effects from XEmacs Tramp package. (Again, I cannot check just now, my
Debian host is unreachable).
