Sure. Tramp 2.0 supports multi hops via a special syntax; Tramp 2.1 has
introduced `tramp-default-proxies-alist'. And Tramp 2.1 is bundled with
Emacs 23.

The NEWS file of GNU Emacs 23 says:
*** Multihop syntax has been removed.
The pseudo-method "multi" has been removed. Instead, multi hops
can be specified by the new variable `tramp-default-proxies-alist'.

If people need support for the migration, I'll offer it. Up to my
experience, multi hops are not used by the majority of Tramp users.
