Surprising. I'm not aware, that *scratch* or any other buffer is
auto-evaluating typed text. How did you achieve this?

Does it also happen, when you simply start "emacs -Q"?
Does it also happen, when you start "emacs -Q -L ~/emacs/tram/lisp/"
(is "tram" a typo)?
