Yes. I could reproduce the problem with the alpine container.
Such escape sequences are sent by a busybox when it is built with the
config option EDITING_ASK_TERMINAL.
I've committed a patch to the Tramp repository, based on what you have
proposed. Will appear with Tramp 2.3.0, likely end of June.
