Yep.  As already mentioned, drop that TUNED_OSCCAL stuff.  It's
impossible to provide a pre-determined fixed OSCCAL setting, as they
are dependant from the individual AVR device.  At best, a tuning
offset (difference between the OSCCAL fuse and the actual value to
use) could be used for those AVRs that ship pre-tuned for 5 V.
