Howdy all?  

This is a function of your display subsystem.
I'm using X windows and have my cursor set to not blink,
and it doesn't, even in the gprolog console.  

So it seems to me you *could* do this from gprolog but
that you'd have to use the c interface to talk to your
display libs.
