I'm not sure, but I think it would be acceptable to use CSS, as long
as your web pages are readable with any browser. The standard is
mostly recommendation but doesn't specify the rule exactly. In fact,
there are many pages which don't follow the standard precisely, in
particular under /software/, and Georg is using CSS in Brave GNU World
(he may just ignore the standard, though).

  In addition, I've heard that they would modify the standard
extensively soon. For example, the current standard says that you
should add this into each page:

Please send FSF & GNU inquiries & questions to address@hidden There are also
other ways to contact the FSF.

Please send comments on these web pages to address@hidden, send other
questions to address@hidden

But this will be removed in the future version, because this is simply
confusing, when a page is not maintained by GNU webmasters.
