This is a copy of patch 3417.  That was closed with a comment asking me to
resubmit it if I still wanted this feature, so here it is resubmitted.  Pls
let me know if there is some other reason for rejecting it.



The attached patch should apply against current CVS (0.8.9-CVS).



The idea by the way is to allow all standard units to filter on whether a
unit is a leader.  This is very useful if you have a situation where, for
example, there are two enemy leaders, both of whom have to be killed to end a
scenario, and the scenario designer wants one or the other to speak, without
assuming that both are still alive, and without making assumptions about
their names.



I needed this sort of functionality in Mystery Campaign.
